Dr. Giorleny (“Gio”) Altamirano Rayo has 15 years of public service experience in various contexts, including the federal government and academia. In June 2023, she joined the Department of State Office of Management Strategy and Solutions Center for Analytics where she serves as the Department’s Chief Data Scientist and Responsible Artificial Intelligence Official.
Prior to joining the State Department, she spent 5 years at the Department of Labor as well as time as an applied researcher in U.S. academia and a diplomat at the Ministry of Foreign Affairs in Nicaragua. Most recently, Dr. Altamirano Rayo spent two and a half years as the Senior Mathematical Statistician at the Chief Evaluation Office within the Department of Labor, where she worked to democratize reliable and safe statistical and AI/Machine Learning methods and led the behavioral economics and human-centered design/CX portfolio to benefit DOL’s 16 sub-agencies and regional offices.
Dr. Altamirano Rayo earned a JD from the American University (Nicaragua), an LLM from Vanderbilt with a Fulbright Scholarship, a PhD in Political Science from the University of Texas-Austin, and was awarded a postdoctoral fellowship from Carnegie Mellon University. She is a Level 2 certified acquisition professional in program management and is certified in privacy by the Federal Privacy Council (FPC). She is also a former National Science Foundation Scholar. Justin Ubert, D.Sc., is a seasoned cybersecurity and IT professional with over 11 years of experience in managing and leading enterprise-wide security programs across federal agencies. Currently serving as the Cybersecurity & Operations Division Chief at the U.S. Department of Transportation’s Federal Transit Administration, Justin oversees the IT infrastructure, cybersecurity, and privacy programs for over 1,000 personnel and thousands of external users.

In this role, he is responsible for developing strategies that enable USDA to fully leverage its data as a strategic asset, improving organizational decision-making and outcomes for citizens. He is also a member of the Federal Chief Data Officer Council working with other CDOs to improve the use of data across government.
Chris started his career in the private sector, working for several small biotechnology companies analyzing the relationships between genetics and human diseases. He worked in the labs generating data and quickly moved into genomic analytics. Chris became the Director of a data analytics staff providing genomic analytics services to other biotechnology and pharmaceutical clients.
Chris began Federal service in 2008 as a data analyst for the Food Safety and Inspection Service (FSIS). He helped grow and build out the analytics office from a staff of five to over 20 which supported a wide range of analytics and reporting for FSIS. Chris moved into leadership roles as Branch Chief and then Director of the Data Analytics and Integration Group in FSIS. Chris also served on the Interagency Food Safety Analytics Collaboration with representatives from FSIS, Centers for Disease Control (CDC) and the Food and Drug Administration (FDA) to advance analytics in foodborne illness. In 2018, Chris became a Special Advisor to the General Services Administration (GSA) Center of Excellence (CoE), leading a team to modernize data analytics at USDA. Chris joined the Office of the Chief Information Officer (OCIO) as Deputy Chief Data Officer in 2019 where he has been continuing the analytics modernization across USDA.
Chris graduated from Johns Hopkins University with a Bachelor of Science degree and earned a master’s from Johns Hopkins University while working. He is a graduate of the Federal Executive Institute’s Leadership for a Democratic Society program.
CIO Export-Import Bank of the U.S.
Howard Spira was named the Chief Information Officer of the Export-Import Bank of the United States (EXIM) in December 2014. He was promoted to Senior Vice President at the bank in 2016. Howard came to EXIM from the United States Treasury where he led the technology team for the Office of Financial Stability – the team that ran the rescue program in response to the financial crisis of 2008.

Previously, Dr. Kinsinger worked as a Program Director of the Clinical Proteomic Tumor Analysis Consortium (CPTAC) in the National Cancer Institute, where he led operations for data management and biospecimen processing for the proteogenomic characterization program.
